This is a backstory novel, explaining how Molly Dinton ended up as the archivist in the Park and Jackson Lamb end up in Slough House. Jackson is not the main character in the book and it benefits from him taking a back seat. If you loved the Apple TV, Slow Horses series this is a good place to start on the books.
